IBM Commercial and Professional Services Middle East and Africa

StarLink

Document Processing · IT Operations Automation

StarLink needed to eliminate manual effort in procurement processes such as email intake, purchase-order validation, document extraction, and quote comparison without losing governance or visibility across enterprise workflows.

11,500 hours projected annual time savings across purchase order and quote processes
85% faster development, testing and deployment of AI agents from 2 weeks to 2 days
90% projected faster comparison of purchase orders and quotes, from 30 minutes to 3 minutes

Reported impact

Business outcome

StarLink expects major time savings in procurement operations, much faster quote comparison, and dramatically shorter agent-development cycles, while building repeatable expertise it can take to customers across the Middle East and Africa.

Solution

Through its Client Zero program with IBM Build Engineering, StarLink implemented agentic procurement workflows on top of IBM Bob and IBM watsonx Orchestrate. Bob serves as the AI development lifecycle partner that helps teams build, test, and deploy agents, while watsonx Orchestrate provides the governed runtime where those agents execute and coordinate work. The solution connects Oracle NetSuite, Docling, and Automation Anywhere so incoming procurement emails can be classified, purchase orders can be checked against ERP records, quote details can be extracted from unstructured documents, and accounts-payable steps can be completed without handoffs between disconnected tools. Instead of separate automations for each task, StarLink created a connected workflow layer that spans the full purchase-order lifecycle and can be reused as the company expands agentic AI to partners and customers across the region.

Data flow

Procurement emails and documents enter the workflow, IBM Bob helps create the agents that parse and route the work, watsonx Orchestrate coordinates validations against Oracle NetSuite and document extraction through Docling, and Automation Anywhere completes downstream processing for quote comparison and accounts-payable activities.

Solution architecture

5 components · 3 layers
  1. Compute
    • Docling Supports document processing and extraction from procurement files and quotations.
  2. Serving
    • Oracle NetSuite Provides the ERP data that the agents use to validate procurement information.
  3. Orchestration
    • IBM Bob Helps StarLink build, test, and deploy the AI agents used in procurement workflows.
    • IBM watsonx Orchestrate Runs, orchestrates, and governs the AI agents across the purchase-order lifecycle.
    • Automation Anywhere Executes automation tasks connected to purchase-order and accounts-payable workflows.

Architecture clues

  • The implementation was built as a Client Zero program inside StarLink's own operations.
  • The solution coordinates workflows end to end rather than automating isolated procurement tasks.
  • watsonx Orchestrate provides the governance layer for the AI agents.

Scoring methodology

How scores are calculated

Customer Reference Value measures usefulness as a customer reference. Evidence Confidence measures the quality and traceability of available evidence, not independent verification.

Customer reference value100/100
  • Problem clarity20/20
Measures whether the customer's operational problem is specific enough to compare.
  • Implementation depth25/25
Rewards named components, data flow, integrations, and architecture detail.
  • Outcome specificity20/20
Measures whether the reported benefit is concrete rather than a generic claim.
  • Quantified impact25/25
    3 metrics describe measurable impact.
  • Deployment scale10/10
Rewards evidence of a live or scaled deployment and meaningful integration scope.
Evidence confidence89%
  • Source authority20/25
The main evidence is an official vendor-published customer story.
  • Claim traceability21/25
10 of 12 key fields link to a named source.
  • Direct evidence20/20
    5 direct source quotes retained.
  • Date provenance10/10
The publication date comes from the source page or publisher.
  • Source transparency8/10
1 source reference document publisher, URL, authority, retrieval, and supported fields.
  • Implementation specificity10/10
Rewards source-backed components, data flow, quantified impact, and a specific outcome.
