Mistral Public Sector Singapore

HTX

Document Processing · IT Operations Automation · Real-time Analytics

HTX needed AI that understood Singapore's public-safety context, could be trained on sensitive data inside a secure environment, and would remain under government control rather than depending on generic off-the-shelf models or externally hosted services.

Solution

HTX partnered with Mistral to build a sovereign public-safety AI stack instead of buying a hosted AI service. Mistral supplied the training and operational tooling-AI Forge for proprietary-data model training and AI Studio for operationalizing models-while HTX combined that with its NGINE infrastructure, product teams, and in-house engineers. The result is a locally controlled ecosystem that trains and deploys Phoenix family models, including the 123B-parameter Phoenix-VL 1.5 Medium, on HTX-owned infrastructure for Singapore-specific public-safety use cases. Proprietary data and evaluation frameworks stay inside an air-gapped environment with no web search, so domain knowledge has to be embedded into model weights before deployment. Those models are then used for mission workflows such as summarizing incident intelligence, classifying documents, providing chatbot assistance, and supporting cybersecurity response, creating a repeatable pipeline from frontier R&D to operational products.

Data flow

HTX trains Singapore-context models on proprietary data in AI Forge, operationalizes them through AI Studio, deploys them on NGINE, and then uses those models to ingest incident reports, social media, sensor feeds, and documents for decision support, chatbot assistance, and workflow automation.

Solution architecture

4 components · 3 layers
  1. Compute
    • NGINE Hosts HTX's enterprise-grade on-prem AI infrastructure for deployed public-safety models.
    • AI Forge Trains custom models on HTX's proprietary data inside the sovereign environment.
  2. Serving
    • Phoenix-VL 1.5 Medium Provides the multimodal, multilingual model capability used for Singapore-context public-safety tasks.
  3. Orchestration
    • AI Studio Operationalizes foundation models and standardizes how HTX evaluates and ships AI products.

Architecture clues

  • HTX deploys the models on air-gapped infrastructure with no access to web search.
  • Phoenix Small and Medium models are pre-trained on Mistral AI foundations and refined on HTX proprietary data.
  • The collaboration is expanding into robotics, video analytics, fire safety systems, and cybersecurity.

How scores are calculated

Customer Reference Value measures usefulness as a customer reference. Evidence Confidence measures the quality and traceability of available evidence, not independent verification.

Customer reference value75/100
  • Problem clarity20/20
Measures whether the customer's operational problem is specific enough to compare.
  • Implementation depth25/25
Rewards named components, data flow, integrations, and architecture detail.
  • Outcome specificity20/20
Measures whether the reported benefit is concrete rather than a generic claim.
  • Quantified impact0/25
    0 metrics describe measurable impact.
  • Deployment scale10/10
Rewards evidence of a live or scaled deployment and meaningful integration scope.
Evidence confidence87%
  • Source authority20/25
The main evidence is an official vendor-published customer story.
  • Claim traceability21/25
10 of 12 key fields link to a named source.
  • Direct evidence20/20
    5 direct source quotes retained.
  • Date provenance10/10
The publication date comes from the source page or publisher.
  • Source transparency8/10
1 source reference document publisher, URL, authority, retrieval, and supported fields.
  • Implementation specificity8/10
Rewards source-backed components, data flow, quantified impact, and a specific outcome.
