Singapore Civil Defence Force

Risk Management

Singapore Civil Defence Force needed a better way to prioritize fire safety inspections as urban density, new building uses, electric vehicles, battery systems, and other emerging risks made static compliance checks and officer judgment alone too slow and inconsistent for changing conditions.

Reported impact

Business outcome

SCDF moved from static, manually planned inspections to a more focused and transparent prevention model that helps teams intervene earlier, sustain a digital-first regulatory approach, and identify violations more effectively without removing human oversight.

Solution

Singapore Civil Defence Force worked with Accenture to turn years of inspection history and urban-risk data into an operational AI system for fire-safety regulation. The program consolidated inspection records and related operational data into iCore, a connected data foundation that acts as the shared intelligence layer for fire-safety teams. On top of that foundation, predictive analytics models surface risk signals and rank premises that are most likely to contain violations. Those scores are pushed into the Targeted Onsite Inspection Tool (TOIT), which replaces manual scheduling with data-driven planning for inspectors. Gen AI was then added to support research, interpretation, and inspection documentation so officers can use richer context while keeping human judgment and accountability in the loop. The result is a continuously learning regulatory workflow that improves as more inspections feed the common platform.

Data flow

Inspection history and other urban-risk signals are consolidated into iCore, where predictive analytics generate risk insights across premises. Those insights feed TOIT to guide inspection scheduling and targeting, while Gen AI assists with research, interpretation, and documentation before officers make accountable decisions in the field.

Solution architecture

4 components · 3 layers
  1. Compute
    • predictive analytics Analyzes years of inspection records and related risk signals to identify premises most likely to have fire safety violations.
    • Gen AI Supports interpretation, research, and inspection documentation while leaving final judgment with officers.
  2. Storage
    • iCore Acts as the connected data foundation that brings inspection data, advanced analytics, and generative AI together for regulatory decision-making.
  3. Serving
    • Targeted Onsite Inspection Tool (TOIT) Turns model outputs into day-to-day inspection scheduling and targeting for operational teams.

Architecture clues

  • Inspection teams can see how insights are generated before acting on them.
  • TOIT replaces manual scheduling with data-driven inspection targeting.
  • The platform is designed for cumulative learning across locations and inspection cycles.
  • iCore serves as the shared intelligence layer for analytics and Gen AI.
