Solution
Shijingshan District and Baidu AI Cloud built an innovation base for the Qianfan large-model ecosystem using a 'one base, three engines' operating model. The base is designed as a public platform for enterprise upgrading, scenario incubation, and talent development rather than a single application. Qianfan ModelBuilder and Qianfan AppBuilder give local developers and companies access to core large-model tools, while Baidu's ecosystem support adds forums, incubation programs, and enterprise co-creation around AI-native applications. The three 'engines' cover public general-AI services, talent development, and industrial enablement, so the district can support both technical adoption and ecosystem growth. In practice, the base works as a regional AI layer that brings together tool access, training, demonstrations, and partner matchmaking across verticals such as manufacturing, education, healthcare, energy, transportation, finance, cultural tourism, and urban management.
Data flow
Local enterprises and developers access the Qianfan base for model tooling and application building, then feed resulting pilots and AI-native services into district incubation, forums, and industry demonstrations. Talent programs and enterprise co-creation activities in turn expand the pool of users and scenarios using the platform.
