IBM Public Sector Uzbekistan

Customs Committee of the Republic of Uzbekistan

Document Processing · Risk Management

The Customs Committee of Uzbekistan needed to process growing volumes of customs declarations that contained complex free-text goods descriptions, but manual review slowed clearance, introduced classification risk, and limited the agency’s ability to identify compliance issues efficiently.

80,000 declarations processed automatically
Classified 44,000 commodity items from 93 Customs Codes
Determined 12 main additional classifications
From 2–3 hours to seconds of reduced processing time

Reported impact

Business outcome

The AI-API cut declaration processing from hours to seconds, automated tens of thousands of declarations, improved compliance and revenue collection, and gave Uzbekistan a scalable public-sector example of AI-driven customs modernization.

Solution

IBM Expert Labs and IBM Client Engineering worked with the Customs Committee of Uzbekistan to turn customs declaration handling into an API-driven AI workflow built for scale. Using IBM Enterprise Design Thinking, the teams defined priority use cases and then built an MVP on IBM watsonx.ai with IBM watsonx.data as the data layer for efficient access across distributed sources. The solution uses a Llama 3.3 large language model to extract structured information from declaration text, classify products automatically, and feed those outputs back into the country’s already digital customs environment through an interface that employees can adopt quickly. By pairing generative AI with scalable data access, the Committee created a foundation for predictive classification, transport-cost calculation, and future customs-control use cases without rebuilding the wider clearance infrastructure. IBM’s hands-on delivery also kept the project aligned to operational and compliance objectives, not just technical experimentation.

Data flow

Declaration text enters the AI-powered API, Llama 3.3 on watsonx.ai extracts structured fields and classifies goods, watsonx.data supports access to the underlying data sources, and the results flow back into the existing digital customs system so declarations can be cleared, re-registered, and reviewed for compliance in seconds rather than hours.

Solution architecture

3 components · 2 layers
  1. Compute
    • IBM watsonx.ai Hosts the generative AI and machine learning workflow that extracts and classifies declaration data.
    • Llama 3.3 Acts as the large language model that extracts structured information from declaration text and classifies products.
  2. Storage
    • IBM watsonx.data Provides scalable data access for AI workloads running across distributed customs information sources.

Architecture clues

  • Predictive classification and transport-cost calculation modules are already in industrial operation.
  • The AI layer integrates with the existing fully digital customs infrastructure through an API.
  • The solution was developed as an MVP designed to scale into future AI customs use cases.

How scores are calculated

Customer Reference Value measures usefulness as a customer reference. Evidence Confidence measures the quality and traceability of available evidence, not independent verification.

Customer reference value100/100
  • Problem clarity20/20
Measures whether the customer's operational problem is specific enough to compare.
  • Implementation depth25/25
Rewards named components, data flow, integrations, and architecture detail.
  • Outcome specificity20/20
Measures whether the reported benefit is concrete rather than a generic claim.
  • Quantified impact25/25
    2 metrics describe measurable impact.
  • Deployment scale10/10
Rewards evidence of a live or scaled deployment and meaningful integration scope.
Evidence confidence89%
  • Source authority20/25
The main evidence is an official vendor-published customer story.
  • Claim traceability21/25
10 of 12 key fields link to a named source.
  • Direct evidence20/20
    5 direct source quotes retained.
  • Date provenance10/10
The publication date comes from the source page or publisher.
  • Source transparency8/10
1 source reference document publisher, URL, authority, retrieval, and supported fields.
