Solution

Telefónica Tech built the TEMIS application for the General State Attorney’s Office and integrated it into the institution’s digital services catalogue to make large volumes of legal documentation usable in daily legal work. The solution runs on IBM cloud technology and uses the IBM watsonx platform as the AI engine for organizing, classifying, and intelligently searching legal documents. Source legal files and previous lawsuits are brought into the system, where natural language processing, AI models, and configured virtual agents help TEMIS understand document content, surface related cases, and highlight similarities and differences in context. IBM cloud provides the scalable hosting foundation so the platform can progressively add new document sets and handle growing information volumes. The served experience gives state lawyers contextual search and precedent discovery inside existing workflows, while operating only on anonymised or de-identified information under a governed, supervised AI model lifecycle.

Data flow

Legal documentation and previous lawsuits are prepared with identifying data removed and loaded into TEMIS on IBM cloud. IBM watsonx applies NLP, classification, and intelligent search to organise the corpus, compare cases, and find relevant similarities and differences. TEMIS then serves contextualised results through the Attorney’s Office digital services catalogue for state lawyers.
