Document Processing · Enterprise Knowledge Search

Caseworkers in Landratsamt Augsburg's Youth Welfare Office had to manually research legal references, citizen-submitted documents, and other records before working a case, making the process slow, labor intensive, and prone to errors during a staffing shortage.

Solution

Landratsamt Augsburg teamed with IBM Client Engineering and IBM Consulting to prototype a generative-AI case-research assistant for youth welfare staff. After workshops and a three-day hackathon, the joint team built a customized web application integrated with IBM watsonx Assistant, IBM watsonx.ai, and IBM Watson Discovery. The application queries multiple disparate sources defined by the client, retrieves supporting material, and summarizes findings for each welfare case so staff can compile the legal and financial context faster. Watson Discovery provides retrieval across the various references and submitted documents, watsonx.ai performs summarization, and watsonx Assistant supplies the conversational interface for the web app. The pilot showed that a workflow that could take up to an hour to compile manually could be reduced to a few minutes, giving the office a safer path to using gen AI in a sensitive public-sector process.

Data flow

Legal references, citizen-submitted documents, and supplementary records are queried through Watson Discovery, the retrieved material is summarized by watsonx.ai, and caseworkers interact with the results through a watsonx Assistant-powered web application for each welfare case.

  1. Compute
    • IBM watsonx.ai Summarizes retrieved case material and supports the generative-AI workflow for compiling case data.
  2. Serving
    • IBM watsonx Assistant Provides the conversational interface for the customized web application used by caseworkers.
    • IBM Watson Discovery Queries the legal references, citizen documents, and other disparate sources used to research each case.

Architecture clues

  • The application queries multiple disparate data sources defined by the client.
  • The project was framed as a cautious gen-AI pilot because of the sensitive nature of youth welfare casework.
  • The prototype was built during a three-day hackathon after discovery workshops with IBM.

Evidence from the source

During the three-day event, 8-10 engineers came together to build a customized web-application that was integrated with IBM watsonx Assistant and supported by IBM watsonx.ai and IBM Watson Discovery.
It was designed to query multiple disparate data sources set forth by the client and summarize findings for each case.
The tests conducted during the event demonstrated an up to 91% improvement in the time required to compile case data.

How scores are calculated

Customer Reference Value measures usefulness as a customer reference. Evidence Confidence measures the quality and traceability of available evidence, not independent verification.

Customer reference value85/100
  • Problem clarity20/20
Measures whether the customer's operational problem is specific enough to compare.
  • Implementation depth25/25
Rewards named components, data flow, integrations, and architecture detail.
  • Outcome specificity20/20
Measures whether the reported benefit is concrete rather than a generic claim.
  • Quantified impact15/25
    1 metric describe measurable impact.
  • Deployment scale5/10
Rewards evidence of a live or scaled deployment and meaningful integration scope.
Evidence confidence89%
  • Source authority20/25
The main evidence is an official vendor-published customer story.
  • Claim traceability21/25
10 of 12 key fields link to a named source.
  • Direct evidence20/20
    5 direct source quotes retained.
  • Date provenance10/10
The publication date comes from the source page or publisher.
  • Source transparency8/10
1 source reference document publisher, URL, authority, retrieval, and supported fields.
  • Implementation specificity10/10
Rewards source-backed components, data flow, quantified impact, and a specific outcome.
