Solution

IBM Consulting and the New Jersey Department of Community Affairs built the Utility Assistance Program portal as a unified digital front end for several state assistance programs. Microsoft Power Pages provides resident self-service applications, Microsoft Power Platform supports case-management workflows, and Azure AI Document Intelligence extracts key data from required documentation so adjudicators do not have to re-enter it manually. IBM and the agency also created a security-focused single source of truth on Microsoft Azure Cloud and a lakehouse on Microsoft Azure Databricks to combine resident, utility, and agency data into the department's "data mosaic." Microsoft Power BI then exposes dashboards and reporting, while IBM Consulting Advantage for Cloud Transformation built with watsonx helped delivery teams produce support materials and internal workflows more quickly. The result is a connected intake, adjudication, and analytics stack rather than isolated agency systems.

Data flow

Residents submit applications through Microsoft Power Pages, case workflows in Microsoft Power Platform manage adjudication, Azure AI Document Intelligence extracts fields from uploaded documents, agency and utility data is unified in a Microsoft Azure Databricks lakehouse, and Microsoft Power BI serves dashboards and reporting while IBM Consulting Advantage accelerates internal delivery work.

Scoring methodology

How scores are calculated

Customer Reference Value measures usefulness as a customer reference. Evidence Confidence measures the quality and traceability of available evidence, not independent verification.

Customer reference value91/100
  • Problem clarity20/20
Measures whether the customer's operational problem is specific enough to compare.
  • Implementation depth25/25
Rewards named components, data flow, integrations, and architecture detail.
  • Outcome specificity16/20
Measures whether the reported benefit is concrete rather than a generic claim.
  • Quantified impact25/25
    3 metrics describe measurable impact.
  • Deployment scale5/10
Rewards evidence of a live or scaled deployment and meaningful integration scope.
Evidence confidence89%
  • Source authority20/25
The main evidence is an official vendor-published customer story.
  • Claim traceability21/25
10 of 12 key fields link to a named source.
  • Direct evidence20/20
    5 direct source quotes retained.
  • Date provenance10/10
The publication date comes from the source page or publisher.
  • Source transparency8/10
1 source reference document publisher, URL, authority, retrieval, and supported fields.
  • Implementation specificity10/10
Rewards source-backed components, data flow, quantified impact, and a specific outcome.
