Solution

Onetera built its Government Intelligence Agent as a local-inference stack for municipal data using NVIDIA RTX PRO 6000 Blackwell Workstation Edition GPUs and NVIDIA TensorRT-LLM. The platform preprocesses unstructured public data from PDFs, city websites, county databases, and other records on premises so it can serve reliable conversational experiences at runtime. Onetera combines open models such as GPT OSS 20B and Llama 4 with LangGraph-driven agent flows, where each agent has defined goals, tool-calling paths, and access to quality-controlled context. For more complex workflows, including permit agents and spatial-AI use cases, the system chains multiple capabilities while keeping humans in the loop for validation. This architecture gives Onetera a reusable municipal AI foundation that can launch new city programs quickly while controlling cost and maintaining legal accuracy.

Data flow

Municipal data from PDFs, websites, county databases, zoning maps, and permit logs is preprocessed locally on RTX PRO systems, LangGraph routes tasks through the Government Intelligence Agent and open models such as GPT OSS 20B or Llama 4, and the resulting structured guidance is returned through resident and staff service experiences.

Solution architecture

6 components · 3 layers
  1. Compute
    • NVIDIA RTX PRO 6000 Blackwell Workstation Edition GPUs Provide the local accelerated compute used to preprocess municipal data and run inference at city scale.
  2. Serving
    • Government Intelligence Agent Acts as the central AI service layer that powers business guides, permit assistance, and other municipal workflows.
    • NVIDIA TensorRT-LLM Optimizes large-model inference so Onetera can keep municipal workloads affordable and responsive on premises.
    • GPT OSS 20B Supplies one of the open models used for specialized municipal tasks on the local inference server.
    • Llama 4 Provides another open-model option that Onetera tailors to municipality-specific requirements.
  3. Orchestration
    • LangGraph Defines agent flow, tool calling, and multi-step workflow logic for the municipal AI assistants.

Architecture clues

  • LangGraph defines conditional agent logic and tool-calling across workflows such as permit assistance and business service guides.
  • Onetera primarily uses local inference for preprocessing unstructured public data before runtime interactions.
  • The platform keeps a human in the loop during validation phases for legal and service accuracy.

Evidence from the source

By preprocessing scattered municipal data (across PDFs, city websites, county databases, etc.), Onetera can more efficiently and reliably serve conversational AI experiences at runtime.
For the Business Service Guide and related government use cases, Onetera uses LangGraph as its framework to define agent flow and tool-calling.
Onetera's Government Intelligence Agent, which provides AI-powered support for accessing critical government services, streamlines complex processes, accelerates inference, and enables rapid deployment of critical programs at scale.
Onetera's local inference server uses a variety of open-source models for different tasks, such as GPT OSS 20B and Llama 4.

How scores are calculated

Customer Reference Value measures usefulness as a customer reference. Evidence Confidence measures the quality and traceability of available evidence, not independent verification.

Customer reference value95/100
  • Problem clarity20/20
Measures whether the customer's operational problem is specific enough to compare.
  • Implementation depth25/25
Rewards named components, data flow, integrations, and architecture detail.
  • Outcome specificity20/20
Measures whether the reported benefit is concrete rather than a generic claim.
  • Quantified impact25/25
    3 metrics describe measurable impact.
  • Deployment scale5/10
Rewards evidence of a live or scaled deployment and meaningful integration scope.
Evidence confidence89%
  • Source authority20/25
The main evidence is an official vendor-published customer story.
  • Claim traceability21/25
10 of 12 key fields link to a named source.
  • Direct evidence20/20
    5 direct source quotes retained.
  • Date provenance10/10
The publication date comes from the source page or publisher.
  • Source transparency8/10
1 source reference document publisher, URL, authority, retrieval, and supported fields.
  • Implementation specificity10/10
