City of Tampere

Enterprise Knowledge Search

Tampere wanted to explore generative AI safely and turn that learning into practical internal public-service use cases and governance rather than scattered experimentation.

Solution

Capgemini and Sogeti helped the City of Tampere turn early generative-AI interest into a governed internal service architecture rather than isolated experiments. The work combined AI governance design, learning circles across city functions, and two hands-on pilots built on the city's own information sources: Ask HR and Ask About Procurement Contracts. Instead of opening models against all internal content at once, Tampere deliberately scoped the first deployment to HR information on the city intranet, using GPT-based capabilities to support dialogue and retrieval while reducing risk. Capgemini also designed a reusable architecture so additional use cases could be added without rebuilding the foundation each time. That made the project both a live knowledge-access implementation and a framework for scaling future municipal AI services under shared governance, training, and change-management practices.

Data flow

Targeted internal information such as HR content and procurement-contract material is scoped into the pilot architecture, where GPT-based assistants interpret employee questions and return answers through Ask HR or Ask About Procurement Contracts. Governance and learning practices wrap the flow so new use cases can be added without reopening all city data at once.

Solution architecture

3 components · 2 layers
  1. Compute
    • GPT models Power the generative AI dialogue and retrieval capabilities inside the city's pilot assistants.
  2. Serving
    • Ask HR Provides an internal generative AI assistant for HR information and employee dialogue.
    • Ask About Procurement Contracts Gives staff a targeted assistant for answering questions about procurement-contract information.

Architecture clues

  • Capgemini designed foundational architecture for future use cases
  • Learning circles were used to spread AI knowledge across different city functions
  • The city intentionally limited the first pilot to HR information instead of all internal data
  • The work relied on latest GPT models for business needs

How scores are calculated

Customer Reference Value measures usefulness as a customer reference. Evidence Confidence measures the quality and traceability of available evidence, not independent verification.

Customer reference value71/100
  • Problem clarity20/20
Measures whether the customer's operational problem is specific enough to compare.
  • Implementation depth25/25
Rewards named components, data flow, integrations, and architecture detail.
  • Outcome specificity16/20
Measures whether the reported benefit is concrete rather than a generic claim.
  • Quantified impact0/25
    0 metrics describe measurable impact.
  • Deployment scale10/10
Rewards evidence of a live or scaled deployment and meaningful integration scope.
Evidence confidence91%
  • Source authority20/25
The main evidence is an official vendor-published customer story.
  • Claim traceability23/25
11 of 12 key fields link to a named source.
  • Direct evidence20/20
    4 direct source quotes retained.
  • Date provenance10/10
The publication date comes from the source page or publisher.
  • Source transparency10/10
1 source reference document publisher, URL, authority, retrieval, and supported fields.
  • Implementation specificity8/10
Rewards source-backed components, data flow, quantified impact, and a specific outcome.
