IBM Office of Privacy and Responsible Technology

Security and Compliance

IBM’s Office of Privacy and Responsible Technology needed to connect data, privacy, and AI governance mechanisms that were operating separately so the company could scale AI innovation without weakening regulatory compliance, provenance controls, or trust.

Solution

IBM’s Office of Privacy and Responsible Technology built the Integrated Governance Program as a unified control plane for responsible AI and data usage. The program extends the earlier Privacy and AI Management System by connecting intake, procurement, research, development, and re-use processes into one governance workflow. To do that, OPRT integrates IBM watsonx.governance, IBM Cloud Pak for Data, IBM Knowledge Catalog, and IBM OpenPages so data sources, models, privacy reviews, and risk decisions can be tracked end to end instead of through separate processes. The resulting system gives business-unit AI leads a holistic view of what data and models exist, what standards apply, and what approvals or provenance checks are required, which helps IBM enforce uniform internal standards without slowing development. It also directly supports IBM’s own AI products, including Granite models, by giving teams faster access to approved, high-quality inputs and a clear governance path for new technologies such as agentic AI.

Data flow

Data and model requests move through intake and provenance checks in IGP, governed assets are cataloged and reviewed with Cloud Pak for Data, Knowledge Catalog, OpenPages, and watsonx.governance, and the resulting approvals and standards feed back into AI development, re-use, and compliance workflows.

Solution architecture

6 components · 2 layers
  1. Storage
    • IBM Cloud Pak for Data Supports the governed data-management environment underlying the integrated workflow.
    • IBM Knowledge Catalog Improves visibility and cataloging of governed datasets and models.
  2. Governance
    • Privacy and AI Management System Provides the initial management framework for ML reliability, privacy compliance, and transparency that IGP extends.
    • Integrated Governance Program Unifies data, privacy, and AI governance workflows across sourcing, development, and re-use.
    • IBM watsonx.governance Supplies AI governance controls used inside the integrated workflow.
    • IBM OpenPages Supports the risk and compliance management aspects of the integrated governance workflow.

Architecture clues

  • IGP provides a holistic end-to-end view of data and models built and used by IBM.
  • The design is intended to support emerging technologies such as agentic AI in addition to current model workflows.
  • The program was layered on top of PIMS rather than replacing privacy controls entirely.

How scores are calculated

Customer Reference Value measures usefulness as a customer reference. Evidence Confidence measures the quality and traceability of available evidence, not independent verification.

Customer reference value95/100
  • Problem clarity20/20
Measures whether the customer's operational problem is specific enough to compare.
  • Implementation depth25/25
Rewards named components, data flow, integrations, and architecture detail.
  • Outcome specificity20/20
Measures whether the reported benefit is concrete rather than a generic claim.
  • Quantified impact25/25
    2 metrics describe measurable impact.
  • Deployment scale5/10
Rewards evidence of a live or scaled deployment and meaningful integration scope.
Evidence confidence89%
  • Source authority20/25
The main evidence is an official vendor-published customer story.
  • Claim traceability21/25
10 of 12 key fields link to a named source.
  • Direct evidence20/20
    5 direct source quotes retained.
  • Date provenance10/10
The publication date comes from the source page or publisher.
  • Source transparency8/10
1 source reference document publisher, URL, authority, retrieval, and supported fields.
  • Implementation specificity10/10
